Are The Raptors Trying To Build Or Contend In 2016-17?

The lack of veteran depth in Toronto means Raptors head coach Dwane Casey might be forced into using his seven inexperienced youngsters a lot more than he'd like to. It's probably good for the rookies' development, but it's probably not the best way to run up the win total for a high playoff seed.
